ComReg publishes its findings of the review of the local loop unbundling market

The Commission for Communications Regulation (ComReg) has today issued its response
to a national consultation on access to eircom’s local loop network. The purpose of the
review was to assess the level of effective competition in the provision of wholesale
unbundled access.
eircom’s local access network (aka the local loop) is the last mile of phone-line that goes
from a local exchange into a home or business. ComReg has concluded that eircom is
dominant in the provision of unbundled access.
ComReg believes that eircom should be obliged to provide access to the local loop to other
operators.
Access to the local loop is imperative as it will allow other operators to offer business and
residential customers competitive broadband products.
Under the new EU framework regulations transposed into Irish law last July, ComReg is
obliged to notify the European Commission and other European Regulators of the findings
of this review. The Commission and other EU regulators have 4 weeks to comment on the
review.
ComReg intends consulting on the detail of the obligations proposed in this review
following completion of the notification process to the EU Commission.
